Title: Strategizing Indian government’s engagement with low-carbon electronic materials technology innovation

Abstract
Given the limited fiscal resources, governance capabilities and technological capabilities in India, the government must strategically prioritize sectors to allocate resources for innovation and manufacturing of low-carbon technologies. In this paper, we propose a strategic framework for selection of technologies for India to engage with technological innovation in low-carbon electronic materials technologies (EMatT). Based on retrospective analysis of three technologies (Silicon solar cells, Lithium-ion batteries, and dynamic random-access memory chips) we propose a generic structure for the technology innovation system (TIS) which can competitively manufacture EMatTs. We also expand the proposed generic functions of the TIS to make it specific to EMatTs and evaluate the challenge that enabling each function poses for India. We apply the learnings to a prospective analysis of innovation indicators of EMaTs in four application domains (Solar cells, EV batteries, long-duration storage batteries and air-conditioning). We conclude that the sequencing of technology lifecycles within each application domain should be the critical determinant of technology selection for resource investment by the government.

Anurag Panda is a postdoctoral researcher at Harvard University, Kennedy School of Government, affiliated with the science, technology, and public policy program. Anurag received his PhD in Materials Science and Engineering from the University of Michigan, Ann Arbor. Before he transitioned to researching technology innovation policy in the Indian context, his research was on third-generation semiconductors for LEDs and solar cell. At SoPP, Anurag is working with Prof. Ambuj Sagar.
